The overall purpose of the WP 1 is to help to understand motivations and concerns behind policies and activities and also examine their comparability. The purpose is to provide documentary support for analysing policy design (Work Package 2) and policy delivery, relations and local governance (Work Package 3).
The specific objectives include:

• to provide up-to-date synthesis of relevant new concepts and theories on rural development policy;
• to identify diversifying rural territories throughout an enlarged Europe and provide overview and characterisation of identified territories recent economic, social and environmental changes
• to critically review policy context, consistency and alignment of rural development policy at EU, national and regional level and to discuss relevant policy options and underline needs in different rural territories
